Can the world solve a global problem together?

In 1985, scientists reported a thinning of the ozone layer over Antarctica, which was widely described as a "hole". The layer protects life on Earth from harmful radiation from the sun, so the discovery caused serious concern. Research connected the problem with chemicals used in refrigerators, sprays and some industrial products.

Although the science was still developing, governments acted relatively quickly. In 1987, the Montreal Protocol was signed. Its aim was to reduce and gradually stop the production of the chemicals that damage the layer. Over time, the agreement was strengthened, and in the end almost every country in the world joined it.

Despite the many differences between countries, they found a way to cooperate. The agreement allowed poorer countries more time, and it created funds to help them. Industry also found new alternatives, so the change was possible.

Today the results are visible. According to United Nations assessments, the layer is recovering. It is expected that it will return to its earlier level over Antarctica around the middle of the century, although the exact date depends on future conditions.

However, the story is not a model for every problem. Climate change is much more complicated, because it involves energy, transport and food. Nevertheless, the ozone case shows that global cooperation is possible.

  3. Almost every country joined the agreement.
  4. The UN says the ozone layer is getting worse.
  5. The text says climate change is simpler than the ozone problem.
3.3

  1. Why was it possible to agree on the ozone problem?
  2. Why is climate change harder to solve?
  3. Should rich countries pay more than poor countries?
  4. What can ordinary people do about global problems?
